What is Programmatic SEO?

Programmatic SEO is generating many similar pages from a data set, one per variation, to target a large set of long-tail queries.

The pattern is a template plus data: one page per city, per integration, per product comparison. Done well it covers a genuine long tail no human could write by hand.

Done badly it is the clearest example of what search engines mean by scaled content abuse. Thousands of pages differing only by a swapped noun are thin by definition, and get treated that way.

The line between the two is whether each page contains something specific and true about its variation. If you cannot say three specific things about a given city or product, that page should not exist yet.
