What is Dwell time?
Dwell time is how long someone stays on your page after clicking a search result, before going back to the list of results.
Someone searches, clicks your page, and either stays or bounces straight back to the results. The gap between the click and the return is dwell time.
It gets described as a ranking signal a lot. Search engines have not confirmed it as one, and you cannot see it directly in your own analytics, so treat any dwell time figure you are shown as an estimate built from other measurements.
The useful version of the idea is simple. Pages that answer the question people arrived with keep them reading. Put the answer near the top and the rest takes care of itself.
